A Claiborne County Tennessee father is accused of raping his two teenage daughters and shocking them with the same electric collars he used to train hunting dogs. Sheriff David Ray calls it a bad, terrible case. Charges against the 37-year-old man and his 35-year-old wife were bound over to a grand jury in Tazewell on Tuesday. This came after one of the daughters, a 15-year-old son and a police investigator testified in a preliminary hearing. Prosecutors said the abuse and shock collars were intended to establish dominance, control and fear in his five children, ages 11 to 19. They said the collars packed a substantial jolt at six different settings intended for large dogs. The man is charged with aggravated child abuse and two counts of rape. His wife, who allegedly knew about the dog collars but not the sexual assaults, is charged with aggravated child abuse and failure to report child abuse.
