The Greeneville Police Department Has Charged Two Parents After They Found Their Toddler In The Street. Officers Were Called To The 500 Block Of Acton Court Around 2 am Where The 2-Year-Old Girl Was Being Held By Witnesses. Ryan Phillips The Girls Father Was Arrested For Child Abuse And Neglect, He Is Also Facing Charges Of Vandalism And Resisting Arrest. The Girls Mother Robin Blatz Was Found Living In Unbearable Conditions And Is Facing Two Counts Of Child Abuse And Neglect. The Toddler Has Gotten Out Like This On Three Other Known Occasions.
