A Kingsport Man Accused In A Shooting That Left A 19 Year Old In Serious Condition Is Expected To Appear In General Sessions Court This Morning To Be Arraigned. 20 Year Old Jacob Hayes Is Charged With Attempted Second Degree Murder After The Victim Was Found Outside A Home On Ash Street Yesterday Morning With Apparent Gunshot Wounds. Police Said The Shooting Occurred Following Some Type Of Argument Between Hayes And The Victim. The Investigation Is Continuing.
