The Carter County Sheriff’s Department Arrested A Man After He Was Allegedly Involved In An Investment Scheme. Billy Chris Birchfield Is Charged With Theft Of Property Over 250 Thousand Dollars. Birchfield Reportedly Stole The Money Between January And May Of 2019. The State Department Of Revenue Investigated The Scheme Along With Sheriff’s Deputies. Birchfield Is In Jail Awaiting Arraignment.
