Joseph Lockner Died In December 2018 Following An Altercation At The Lockup. The Suit Claims Lockner, A Non-Violent Offender, Was Housed With Inmates Known For Being Violent. It Also Blames Jail Overcrowding, Understaffing And A Delay In Medical Care. Washington County, Sheriff Ed Graybeal, Certain Jail Staff, And Six Fellow Inmates Have Been Named As Defendants.
