Three Kingsport People Are In Jail And Facing Multiple Charges Including Child Neglect After Officers Responded To The Home For A Welfare Check. Travis Ketron, Antony Smith And Rachel Schank Were Inside The Home When Police Heard Noises Coming From The Shed Out Back. They Found A 10 Year Old Child In The Shed Without Running Water And Indications The Child Had Been Living There. A Search Warrant Was Issued For The Home, Drug Paraphernalia And Items Involved In Making Methamphetamine Were Found. All Three Were Arrested. Ketron And Schank Remain In Jail Under A 30 Thousand Dollars Bond Each.
