James Fagans Is Charged With Second Degree Murder In The Death Of Herman Rumley On August 10th. Fagans Accused His Brother, Jimmy Fagans Of Beating Rumley To Death With A Two Foot Piece Of Wood. Rumley Died Of Blunt Force Trauma. Authorities Said They Have Found No Evidence Linking Jimmy Fagans To Rumley’s Death. James Fagans Will Appear In Criminal Court On November 9th.
