Mickey Sparks And Patricia Laws Are Charged With Child Abuse And Neglect. Deputies Found The Ten Year Old Girl Inside A Locked Cage In The Couple’s Jonesborough Home. The Couple Said They Had Been Using The Cage For Three To Four Years. Three Other Children Were Found To Be Living In The Home. All Of Them Are In The Care Of The Department Of Children’s Services.
