A Kingsport Man, Shot By A Tennessee Highway Patrol Trooper After Firing First On The Officer, Is Being Held On A 200-Thousand Dollars Bond. 25 Year Old Kenneth Powell Is Charged With Attempted First Degree Murder. The Trooper Had Stopped To Help Powell Who Was On The Side Of The Road, When He Found That Powell’s Vehicle Was Stolen Out Of Sullivan County. Powell Then Took, Ended Up In The Median And When The Officer Approached, He Fired Shots. The Officer Returned Fire, Striking Powell. He’s Set To Have A Preliminary Hearing In General Sessions Court On June 11th.
