According To Virginia State Police, 54 Year Old Carl Parks Was Killed When His Vehicle Reportedly Slammed Into The Rear Of A Tractor Trailer On Interstate 81. Parks Died At The Scene. He Was Not Wearing A Seat Belt. The Crash Remains Under Investigation.
