The Deadlock Is Because Of A Ruling From The State Court Of Appeals Out Of Chattanooga. It Calls Unconstitutional A 250-Dollar Fee Charged To Anyone Convicted Of DUI Bases On A Blood Or Breath Test. The State Supreme Court Is Expected To Issue A Ruling Eventually, But Could Be Months Away.
