Prosecutors Said Billy Gene Mcfadden, Who Was The Manager Of The First Utililty District In Elizabethton, Allegedly Made Employees Pay Him For Overtime, Sick Leave, And Annual Leave In Payments Totaling Over 10-Thousand Dollars. He’s Charged With Theft Of Property And Forgery Greater Than 10-Thousand Dollars, Fraudulent Use Of A Credit Card, And Three Counts Of Official Misconduct. Teresa Jean Metcalf Is Accused Of Wiping Out Late Fees And Changing The Meter Reading On Her Account To Reduce Her Bill. She’s Charged With Theft Of Property Less Than 500, Forgery, And Two Counts Of Official Misconduct. Mcfadden Is Set To Go On Trial Sometime During The First Two Weeks Of September, While Metcalf’s Trial Is Slated For August 11th.
