The Governor Said He Put His Pen To The Legislation On The Back Of A Car In A Parking Garage As He And His Wife Were Headed To See A Movie. Bredesen Said He Took A Photo With His Cell Phone And Joked That Others In The Parking Lot “Thought It Might Be A Drug Deal.”
