A Carter County Grand Jury Has Indicted The Former Manager Of The First Utility District In Elizabethton And Another Employee. The Manager, Billy Gene Mcfadden Is Charged With Theft Of Property And Forgery Greater Than Ten Thousand Dollars, Fraudulent Use Of A Credit Card And Three Counts Of Official Misconduct. Teresa Jean Metcalf Is Charged With Theft Of Property Less Than 500, Forgery And Two Counts Of Official Misconduct. The Charges Came After An Audit Of The Utility Allegedly Showed Mcfadden Received Improper Payments And Allowed Employees To Convert Overtime Hours To Compensatory Leave And Then Cash In The Leave Time. The Audit Alleged Mcfadden Ordered Payments For Almost Two Weeks Of Annual Leave To Himself And Three Weeks Of Annual Pay When He Had No Leave Time To Claim. The Two Will Be Arraigned Soon In Carter County Criminal Court.
