No pay raises for state employees in Virginia and some job cuts may be behind a significant drop in donations to the state-managed seasonal charity drive. Commonwealth of Virginia Campaign Program Manager Anne Dinterman said employee donations plunged to $2.4 million in 2009 from $4.4 million in 2008. Participation is off, too. So far, slightly more than 13,000 of the state’s 115,000 employees contributed to last year’s drive. In recent years, the number of participating workers approached 20,000. A final tally for 2009 is expected in February. Since its launch in 1997, the campaign has generated more than $34 million. Proceeds benefit more than 1,200 local, state and national charities.
