Bristol Residents Lonnie And Jeanette Whitley Filed The Suit November 24th After The City Council’s October Decision To Ask The Virginia General Assembly To Designate Bvu As A Separate Authority. The Move To A Separate Authority Would Take The Utility’s 49 Million Dollar Debt Off The Shoulders Of The City.
