Sullivan County Officers Were Not Making An Oath Before A Magistrate During After-Hours Arrests. Instead, Arresting Officers Would Seek Out A Notary Public Inside The Sheriff’s Office. So Law Enforcement Has Been Scrambling To Re-File Thousands Of Affidavits Of Arrest Since Judge James Goodwin Voided A Number Of Affidavits In May. The Ruling Has Caused Defendants In Pending Cases To File Motions To Have Their Cases Dismissed.
