A RICHMOND JUDGE HAS INVALIDATED A PERMIT FOR A COAL BURNING POWER PLANT UNDER CONSTRUCTION IN SOUTHWEST VIRGINIA. CIRCUIT JUDGE MARGARET SPENCER RULED THAT DOMINION VIRGINIA POWER SHOULD HAVE OBTAINED A MERCURY EMISSIONS PERMIT BEFORE BEGINNING CONSTRUCTION ON THE ST. PAUL PLANT WHICH IS ABOUT 20 PERCENT COMPLETE. DOMINION OFFICIALS SAY THE COMPANY’S ATTORNEYS ARE STILL REVIEWING THE DECISION AND HAVE NO IMMEDIATE COMMENT. ENVIRONMENTALISTS PUSHED FOR THE RULING AND FEEL THIS IS A GOOD THING.
