THE OBSERVATION IS BASED ON TEN INDICATORS AS THE NUMBER OF CHILDREN LIVING IN POVERTY AND RATES OF INFANT MORTALITY AND HIGH SCHOOL GRADUATES. THE NUMBERS DROP THE VOLUNTEER STATE TO 46TH IN THE NATION, DOWN FROM 42ND LAST YEAR.
