A Sullivan County circuit judge issued a restraining order against a Republican operative in a state House campaign for using running Web sites named after the Democratic incumbent in the race. Rep. Nathan Vaughn, a Kingsport Democrat who became northeastern Tennessee’s first black lawmaker when he was elected in 2002, lost last week’s election to Republican Tony Shipley by 326 votes. The restraining order was issued in September against Scott Gilmer, who is an aide to House Republican Caucus Chairman Glen Casada of Franklin. The order forbade Gilmer from operating Web sites bearing Vaughn’s name because the sites did not identify who paid or authorized their content.
