A SULLIVAN COUNTY CIRCUIT COURT JUDGE HAS ADDED 37 MORE YEARS TO A MAN WHO IS ALREADY SERVING A LIFE SENTENCE IN FEDERAL PRISON. JOEY GOINS WAS CONVICTED IN THE KILLING OF FORMER ETSU STUDENT JAMES NORWOOD IN APRIL 2002. GOINS WAS CONVICTED THIS PAST SEPTEMBER TO FACILITATING SECOND DEGREE MURDER AND ESPECIALLY AGGRAVATED ROBBERY IN THE JUNE 2002 DEATH OF TERRY RHYMER OF BRISTOL TENNESSEE. IN THAT CASE, SULLIVAN COUNTY CIRCUIT JUDGE ROBERT MONTOMERY SENTENCED GOINS TO 37 YEARS.
