A HEARING OFFICER WITH THE TENNESSEE BOARD OF PAROLES HAS DENIED EARLY RELEASE FOR A MAN CONVICTED OF VEHICULAR HOMICIDE IN A FIERY DRAG RACING CRASH IN JOHNSON CITY IN 2005. BRADLEY MULLINS HAD HIS PAROLE DENIED THIS MORNING BASED ON THE AMOUNT OF TIME HE HAS SERVED. BUT THE MATTER ISN’T OVER. MELISSA MCDONALD SAYS PAROLE HEARINGS OFFICER RENNEE QUAINTANCE RECOMMENDATION IS NON-BINDING, BECAUSE ONLY THE BOARD CAN MAKE A DECISION. MULLINS IS SERVING A FIVE YEAR PRISON SENTENCE IN THE DEATH OF CORTNEY HENSLEY AND THE WOUNDING OF COURTNEY BEARD AFTER HIS MUSTANG SLAMMED INTO THE BACK OF THEIR CAR ON NORTH ROAN STREET AND IT CAUGHT FIRE. MULLINS TOLD THE COURT HE’S READY TO MAKE A DIFFERENCE OUTSIDE AND APOLGIZED AGAIN FOR THE PAIN HE’S CAUSED. IF BOARD MEMBERS AGREE WITH THE HEARING OFFICER, MULLINS WON’T BE ELIGIBLE FOR PAROLE AGAIN UNTIL 2011. MEANWHILE, CO-DEFENDANT DAVID PHILLIPS, WHO WAS ALSO CONVICTED IN THE CASE, REMAINS FREE PENDING THE OUTCOME OF AN APPEAL.
