WITH A TIGHT ECONOMY AND DONORS CONTRIBUTING LESS THESE DAYS, THE KINGSPORT ANIMAL SHELTER IS FACING A FUNDING DEFICIT WHICH COULD LEAD TO SOME CHANGES AT THE FACILITY. THE SHELTER HAS AN ANNUAL OPERATING BUDGET OF $217-THOUSAND DOLLARS, WITH THE CITY OF KINGSPORT CONTRIBUTING 36-THOUSAND DOLLARS ANNUALLY. ALSO ASSISTING WITH SOME OF THE FUNDING IS THE SULLVAN COUNTY HUMANE SOCIETY. HOWEVER, A RECENT LETTER TO CITY OFFICIALS SAYS THE HUMANE SOCIETY WANTS TO TERMINATE THE SHELTER OPERATING AGREEMENT WITH THE CITY WITHIN 60 DAYS. SHELTER MANAGER TRACY RAINES SAYS SUCH A MOVE WOULD LEAVE THE KINGSPORT SHELTER WITH EVEN LESS FUNDING.
