Authorities in Johnson City say a police negotiator talked down a woman who tied herself to a pillar at a parking garage and threatened to jump. police spokesman said officers responded to a 911 call before dawn to find the woman on the third floor of the Washington County Courthouse parking garage. She told 911 dispatchers that she had a knife and would cut police or herself if officers approached her. After a brief stand-off, the negotiator got the woman to step away from the ledge. She was taken to a hospital for an evaluation. Her name wasn’t released.
