Dominion Resources believes a 1.8 billion dollar coal-fired power plant planned for southwest Virginia will survive court challenges. Spokesman Dan Genest says the air permit for the Wise County plant is the most thoroughly considered and strictest in Virginia’s history. Four environmental organizations filed papers Friday appealing two permits for the plant in Richmond Circuit Court. Opponents also are appealing the State Corporation Commission’s approval to the Virginia Supreme Court. They claim the law authorizing the project is unconstitutional because it requires the plant to use Virginia coal. Proponents say the project would create needed jobs and a new market for Virginia coal. Environmentalists have raised health and safety concerns.
