JOHNSON CITY WILL HAVE A NEW LEANER 2008-2009 FISCAL YEAR BUDGET IN PLACE STARTING TOMORROW. THE 200 MILLION DOLLAR OVERALL SPENDING PLAN WAS APPROVED LAST WEEK ON FINAL READING. OFFICIALS SAY LOWER THAN EXPECTED REVENUE INCREASES COUPLED WITH EXPLODING ENERGY COSTS CALLED FOR SOME BELT TIGHTENING AND AN IN-DEPTH LOOK AT EVEN THE SMALLEST EXPENDITURES. THE OUTLOOK FOR NEXT YEAR COULD EVEN BE WORSE. THE CITY TAX RATE INSIDE WASHINGTON COUNTY WILL REMAIN THE SAME AT 1.93 CENTS PER 100B DOLLARS OF ASSESSED VALUE. J
