MOTORISTS ARE COMBINING TRIPS, AND CARPOOLING MORE THESE DAYS. SHE SAID THE AVERAGE FAMILY IN VIRGINIA WILL NOW HAVE TO COUGH UP MORE MONEY TO KEEP THEIR CAR AND VACATION PLANS MOVING FORWARD.
