Washington County, Tennessee Sheriff’s Department Conducted An Operation To Check On The Compliance Of Local Sex Offenders, Leading To Four Arrests. Operation Millstone Was A Three Day Effort To Look In On 76 Registered Offenders. Those Arrested For Violations Include Viktor Nikkoli Allen And Cedric Thomas Hall, And Justin Elliot Zapka, All Of Johnson City, Dwayne Dupree Railey Of Gray. All Men Failed To Report New Workplaces, Housing, Or Missed A Check In With Authorities.
