A Johnson City Man Is Facing Child Abuse And Neglect Charges. Police Responded To A Home On Bristol Highway Of A Man Who Appeared To Be Under In The Influence With A Small Child. 33 Year Old Michael Tipton Was Allegedly Intoxicated While Caring For A One Year Old. Due To His Level Of Intoxication, He Was Taken To An Area Hospital For Treatment. The Child Has Been Released To Family Members. Tipton Will Appear In Court Soon.
