He Was Taken To Johnson City Medical Center For Treatment. The Victim’s Girlfriend, Phelicia Swinger, Allegedly Shot The Man After Investigators Said The Gun Accidentally Discharged. Her Ten Month Old Child Was Beside Her, But The Infant Was Not Harmed. Swinger Is Charged With Reckless Handling Of A Firearm And Child Endangerment. She Was Released From Jail On A $7,000 Bond. The Victim Remains In Serious Condition.
