Thomas Dillard Is Charged With Sexual Battery By An Authority Figure After Allegedly Committing The Crime In February Of Last Year In Sullivan County. Dillard Worked Briefly For The Washington County Tennessee Sheriff’s Office Before Resigning Several Months Ago. He’s Free On Bond And Will Be Arraigned July 15th.
