A Washington County Grand Jury Has Indicted A Johnson City Couple In Connection With The Abuse Of Their Six-Month-Old Child. Troy Hicks And Katarina Finney Are Charged With Aggravated Child Abuse And Aggravated Child Neglect. The Six-Month-Old Infant Had Multiple Bone Fractures In The Arm, Leg, And Rib Areas. Experts Said All The Fractures Were In Various Stages Of Healing, Meaning They Most Likely Occurred At Different Times. Both Hicks And Finney Are Being Held On A 50-Thousand Dollars Bond.
