A Man Convicted Of Driving Drunk And Killing A Former State Representative And Well Known Kingsport Business Man Has Appeared In Court For A Parole Hearing. James Hamm Was Convicted In 2014 For Running Over And Killing Mike Locke. Tennessee Parole Board Member Gary Faulcon Recommended Hamm’s Hearing Be Continued Until February Of Next Year While Hamm Has Four Drugs Screens And A Detailed Evaluation From A Drug Abuse Counselor To Determine His Risk. All Board Members Will Still Have To Vote On That Decision Later This Month.
